Petitioners, who are parents (Parents) of a six-year-old child (E.N.) attending first grade at an elementary school within a Commonwealth school district (District) 1 , petition for review of an order of the Special Education Due Process Appeals Panel (Panel), which reversed an order of a Hearing Officer (Officer). The Officer had issued an order reversing the District’s determination that E.N. was not eligible for the District’s gifted program.
