A.S. and R.S., individually and on behalf of S.S., and S.S. in his own right (collec*258tively “Parents”), petition, pro se, for review of an Order of a Pennsylvania Special Education Hearing Officer (Hearing Officer) finding that no settlement agreement existed between Parents and the Quaker-town Community School District (School District).
