On April 21, 2011, Plaintiff David Springsteen (“Springsteen”) filed this action against Wayne County and the following Wayne County employees in their individual and official capacities: Wayne County Clerk Cathy Garrett (“Garrett”), Deputy Wayne County Clerk Caven West (‘West”), former Chief of Staff Johnnie Johnson (“Johnson”), and Acting Chief of Staff and Chief Deputy Circuit Court Clerk Lynn Wade (“Wade”).
