I. INTRODUCTION

This action against the Islamic Republic of Iran (“Iran”) and the Iranian Ministry of Information and Security (“MOIS”) arises from an act of state-sponsored terrorism. The decedent, a United States citizen named Yonathan Barnea, was killed *96in the Hamas bombing of the Number 18 Egged passenger bus in Jerusalem, Israel, on February 25, 1996.
