Plaintiffs, Pamela Zubeck and Freedom Newspapers, Inc., appeal the district court’s denial of access to documents relating to the El Paso County Retirement Plan (the Plan) under the Colorado Open Records Act (ORA), denial of access to El Paso County Board of Retirement meeting minutes under the Colorado Open Meetings Law (OML), and denial of recovery of certain attorney fees.
