ELSA ALCALA, Justice.

Appellant, Jeffrey Balawajder, appeals from a motion for summary judgment granted in favor of appellee, Texas Department of Criminal Justice Institutional Division (the Department). In his first 13 issues and issue 15, Balawajder contends that the trial court erred by granting summary judgment in favor of the Department, and by not granting summary judgment his favor, because the Department violated his right to free exercise of religion under the Texas Religious Freedom Restoration Act (TRFRA) and the First Amendment of the United States Constitution.
