The question in this case is whether the Gulfport Port Commission at a special, called meeting on December 5, 1959, validly approved a contract between the City of Gulfport and the State Agricultural and Industrial Board (sometimes called A & I Board), providing for conveyance of the port property to the state; or conversely, whether that special meeting of December 5 was invalid because it was not held pursuant to notice as required by rules of the Commission, and no quorum was present at the meeting.
