Reversing.

The Board of Commissioners of the City of Hazard on May 16, 1949, adopted an ordinance authorizing and providing for the issuance and payment of public project revenue bonds to the amount of $900,000 for the purpose of defraying the cost of extending and improving the city’s waterworks system and of acquiring land and erecting a municipal gymnasium or field house with a swimming pool and other recreational facilities.
