MOREMEN, Justice.
This is an appeal from a judgment of the Franklin Circuit Court which declared valid (1) ordinances of the City of Frankfort (hereinafter called City) providing for the issuance .by the City to the Electric and Water Plant Board of the City of Frankfort (hereinafter called Board) of revenue bonds to obtain funds to finance the acquisition and construction by the City of a hospital building, recreational and parking facilities, and (2) a resolution of the Board providing for the issuance of its revenue bonds to obtain funds with which to purchase the bonds to be issued by the…
