This matter is before the Court on the motion of the Únited States for reconsideration [Dkt. 450 in Civil Action No. 04-0280 and Dkt. 184 in Civil Action No. 07-1144] of the Court’s September 4, 2015 Memorandum Opinion and Order granting in part and denying in part the parties’ cross motions for partial summary judgment on the United States’ common law claims- and claims under the False- Claims Act (“FCA”), 31 U.S.C. § 3729, et seq.
