Plaintiff DRFP, LLC dba Syke Ventures (“Plaintiff’), brings this action under the Foreign Sovereign Immunities Act (“FSIA”), 28 U.S.C. § 1602 et seq., asserting counts against Defendants the Bolivarian Republic of Venezuela and the Venezuelan Ministry of Finance’s (“Defendants”) for default on promissory notes; estoppel/detrimental reliance; breach of contract; promissory estoppel; and negligence.
