Chapter 5 of the Portland City Charter (PCC) creates the Fire and Police Disability and Retirement Fund and establishes policies for the administration of the fund and payment of retirement and disability benefits to members of the fund — city police officers and firefighters. A board of trustees administers the fund and is authorized to adopt rules to implement the charter provisions. PCC § 5-202(a).
