This writ of certiorari brings under review two resolutions passed by the Passaic Valley Sewerage Commissioners on the 7th day of July, a. d. 1903, one estimating the cost and expense of the whole work to be undertaken and constructed by them, under statutory authority, at the sum of $9,000,000, and another resolution, by which they have determined upon a present issue of bonds to the amount of $1,000,000, in order to provide money for the payment of the costs and expenses to be incurred in the purchase of land and the construction of the…
