OPINION

SHERRY RADACK, Chief Justice.

On this day, the Court considered the motions for rehearing filed by all parties. We OVERRULE all motions for rehearing. However, we withdraw our opinion and judgment of October 14, 2004, and issue this opinion and judgment in its stead.

In this appeal, we consider the extent of (1) the rule-making authority granted to a local bail bond board and (2) the First Amendment protection afforded commercial speech.
