Appellant Ted Parker appeals from the judgment of the Lorain County Court of Common Pleas affirming a decision of the Ohio State Racing Commission. We affirm.

Parker is the part owner of a horse named Baroque Bogart. In 1996, Parker entered Baroque Bogart in a series of harness races called the Ohio Sires Stakes. The horses participating in the Ohio Sires Stakes compete in several races, or legs, held at various racetracks in Ohio.
