I. Preliminary Statement

The regulations of the Pennsylvania Department of Public Welfare (“DPW”) require applicants for Aid to Families with Dependent Children (“AFDC”) who own certain types of real or personal property to agree, as a condition of receiving assistance, to reimburse the Commonwealth of Pennsylvania for assistance received, and to give the Commonwealth a lien on the property as security.
