The City of St. Petersburg is a municipality existing under and by virtue of Chapter 6772, Special Acts 1913, and Acts' amendatory thereof. By virtue of its charter >and Chapter 6864 (now Section 3016 C. G. L., -1906 R. G. S.) and also by virtue of Chapter 13377, Special Acts 1927, the City of St. Petersburg issued and sold to bona fide purchasers, certain certificates of indebtedness providing for the special assessment of the cost of certain improvements against specially benefited properties in the city against which it was given and acquired a specific lien.
