Patricia Sons Biswanger (Biswanger) appeals two orders of the Court of Com*824mon Pleas of Delaware County (trial court) barring her effort to have a reapportionment plan of Haverford Township (Haver-ford or Township) set aside. In the first order, the trial court dismissed Biswan-ger’s petition for declaratory and statutory relief to void Haverford’s reapportionment because it was untimely filed and invoked the wrong statutory mechanism, 53 Pa.C.S. § 904, for challenging a reapportionment ordinance.
