Plaintiffs, Thunderbird Catering (Thunderbird) and Triple A Services, Inc. (Triple A), both mobile food vendor companies, were engaged in the business of selling prepared foods to pedestrians and motorists traveling within the “Medical Center District” of Chicago (the District) on the near west side of the city. Plaintiff Gilbert Vargas was a driver-salesman for Triple A, and plaintiff Nicolas Garcia was a driver-salesman for Thunderbird.
