MOORE, Justice.
Dorothy M. Snead appeals a decision of the Superior Court, affirming an order of the Unemployment Insurance Appeal Board (the Board), requiring her to repay certain unemployment benefits she was awarded and received following dismissal from her job. The question presented is one of first impression: Absent fraud, is it mandatory that the State recover unemployment benefits which it has paid a claimant and later ordered terminated?
