This is an employment discrimination case, in which the plaintiff has also sued Louis Martin, the former Executive Director of the Connecticut Commission on Human Rights and Opportunities (“CHRO”), Epifanio Car-rasquillo, the Acting Capitol Region Manager, and Michelle Harding, a CHRO investigator (collectively referred to as the “CHRO defendants”).1 Plaintiff claims that the CHRO defendants, who have been sued in both their individual and official capacities, unlawfully violated his civil and due process rights by intentionally discriminating and retaliating…
