Derrick D.L. Brunson, an inmate in federal prison, filed this pro se civil rights action under Bivens v. Six Unknown Named Agents of Federal Bureau of Narcotics, 403 U.S. 388, 91 S.Ct. 1999, 29 L.Ed.2d 619 (1971), and under the Federal Tort Claims Act. Brunson alleged retaliation after he filed a grievance expressing safety concerns following several power outages at the prison. His prison counsel- or, K.
