SMITH, Judge.

The Pennsylvania State Police (State Police) petitions for review of the February 20, 1991 award of the arbitrator that sustained Trooper Joseph P. DiRaimo’s (Grievant) grievance filed upon his dismissal from employment with the State Police, and reduced the dismissal penalty imposed upon Grievant to a fifteen-day suspension without pay. The issue presented for review is whether the arbitrator’s award exceeded the bounds of his authority.
