This case is before us as a result of our Supreme Court’s vacating our prior order *39filed February 7, 1994, affirming an arbitration decision denying the grievance by the Pennsylvania State Troopers Association (PSTA) and Raymond Rivera (Rivera), protesting Rivera’s discharge from employment from the Pennsylvania State Police (State Police).
