Plaintiff-appellant Akiva Tessler, proceeding pro se, appeals from a judgment entered December 20, 2016, dismissing his qui tam action brought under the False Claims Act (the “FCA”), 31 U.S.C. §§ 3729-3733, against defendant-appellee City of New York (the “City”)- Tessler’s second amended complaint (the “SAC”) asserted two categories of claims.
