ED CARNES, Chief Judge:

The plaintiffs who brought this Torture Victim Protection Act (TVPA) lawsuit are heirs to eight civilians killed in 2003 by Bolivian troops acting under the direction of the President and Minister of Defense at the time. The TVPA bars courts from hearing claims brought under it “if the claimant has not exhausted adequate and available remedies in the place in which the conduct giving rise to the claim oc curred.” Pub.
