INTRODUCTION
Plaintiff Kenneth Zeranti (“Plaintiff’) brings this Federal Tort Claims Act (“FTCA”), 28 U.S.C. §§ 1346(b) and 2671 et seq., action against defendants United States of America and Erica L. Sargent, Ph.D., alleging the parties’ negligence caused him “permanent or long-standing emotional harm.” (Dkt.l).
