David Goldman, his wife Vivian Zamel, and their children Michael and Sarah, brought an action under the Federal Tort Claims Act, 28 U.S.C. §§ 2671 et seq. (1982), claiming that the negligence of the United States in failing properly to maintain the plaza by the John F. Kennedy Federal Building in Boston (“JFK Plaza”) caused Goldman to slip and fall on a patch of ice and injure himself.
