WATHEN, Justice.

The Superior Court (Androscoggin County) reported this matter to the Law Court on an agreed statement of facts pursuant to M.R.Civ.P. 72(b). At issue is the validity of a provision of the Lewiston City Charter that requires City Council approval of a collective bargaining agreement between the Lewiston School Committee and five persons employed as directors of education. The City of Lewiston seeks a declaration that the collective bargaining agreement is void due to the absence of City Council approval.
