Defendant Town of York (Town), acting through its Selectmen, appeals from a judgment entered in the Superior Court (York County, Brodrick, J.) in favor of defendant York Charter Commission 1 (Charter Commission) declaring virtually all of the provisions of the York Home Rule Charter (Charter) valid except those pertaining to the school budget process.
