KENNEDY, Judge.
{1} This ease arises from the entry of summary judgment in favor of Defendants, Public Service Company of New Mexico (PNM) and the City of Albuquerque (the City). Plaintiffs Dora and Manuel Jacobo alleged they were injured after Dora Jaeobo tripped on the concrete base of a light pole on a City street.
