On November 25, 2014, the Court entered Findings of Fact and Conclusions of Law (Doc. 116) ruling that the City of Jacksonville Beach had violated the Equal Terms provision of the Religious Land Use and Institutionalized Persons Act (RLUI-PA), 42 U.S.C. § 2000cc, when it refused to grant the Church of Our Savior a conditional use permit (“CUP”) to construct a church. 69 F.Supp.3d 1299.
