Before the Court is a Motion for Appeal of Magistrate Judge Decision (Doc. 355). For the following reasons, the Motion is DENIED.

BACKGROUND

In 2008, Defendant Plaquemines Parish (“the Parish”) hired Cateo General Contractors to construct a community center in Boothville, LA. Plaintiff Hanover Insurance Company issued a performance bond for the project.
