FACTS

The fifteen plaintiffs in this action are natives and citizens of the People’s Republic of China (“PRC”) who are currently in this country. Each plaintiff had apparently 1 received a passport from PRC authorities 2 and then applied for and received a non-immigrant visa from United States (“U.S.”) consular officials in China. See Affidavit of Christine Petersen (“Petersen Aff.”) at HU 2-3, 11-22, & Ex. A.
