BACKGROUND

On April 8, 1996, Industrial Ceramics, Inc. (“Industrial Ceramics”), which manufactured specialty, made-to-order porcelain insulators used in electronic power transmission and distribution, filed a petition in the United States Bankruptcy Court for the Eastern District of New York initiating a Chapter 11 case.
