These consolidated cases involve petitioners who are seeking, individually and on behalf of all others similarly situated, a writ of mandate directing the Superior Court of San Joaquin County to adopt new and different procedures for the processing of petitions for extraordinary writs. Petitioners contend the present procedures violate certain provisions of the United States and California Constitutions and laws of this state.
