I. INTRODUCTION.

This case involves an insurance coverage dispute. Plaintiff Allstate Insurance Company filed this declaratory judgment action, asking this court to determine that it has no duty under a homeowner’s insurance policy to defend or indemnify Mark and Angela Chesler with respect to claims brought by their neighbors in a state court action.
