We affirm the final order in this proceeding upon the opinion of the learned justice at Special Term. [See post, p. 528.] We desire to state in addition to his conclusions there stated, that there is no dispute as to the principles laid down in Matter of Bronx Parkway Commission [Kraft] (191 App. Div. 212) and Matter of City of New York (171 id. 834), so earnestly pressed upon us by counsel.
