MIKVA, Chief Judge:

Appellant Washington Legal Foundation (“WLF”) seeks access to the deliberations and documents of a committee advising the United States Sentencing Commission. WLF claims a statutory entitlement under the Federal Advisory Committee Act (“FACA” or “Act”), which requires advisory committees to open their meetings and many of their records to the public.
