The National Firearms Act (“NFA”) imposes strict registration requirements and a special tax on anyone who makes, sells, or possesses certain dangerous weapons such as machine guns, short-barreled rifles and silencers. 26 U.S.C. §§ 5801-72. Sig Sauer, Inc. plans to produce and' sell a rifle with a silencer component known as a “monolithic baffle core” that is permanently affixed to the barrel of the rifle.
