MEMORANDUM OPINION

This matter is before the court on the defendants’ motions to dismiss. For the reasons discussed below, the motions will be granted.

I. BACKGROUND

Plaintiff, who is proceeding pro se and in forma pauperis, filed his initial complaint on December 11, 2013, and an Amended Complaint [ECF No. 13] on November 21, 2014.
