Victor Brown, an inmate confined at the State Correctional Institution (SCI) at Frackville, filed a pro se petition for review in the nature of a complaint in mandamus against the Department of Corrections (DOC), alleging that prison officials are opening his incoming legal mail outside his presence in violation of his constitutional rights.
