Before this Court, in our original jurisdiction, are cross-motions for summary judgment filed by Richard Coppolino (Cop-polino) and the Commissioner of the Pennsylvania State Police (PSP), Frank Noonan (Commissioner), on Coppolino’s Petition for Review in the Nature of a Petition for a Writ of Mandamus (Petition).
