Plaintiffs, Carmen G. Ruybal-Masias, Richard D. Travis, and Brenda Watson, appeal the dismissal of their complaint against defendants, the Colorado Department of Personnel (Department) and André N. Petti-grew, its Executive Director (Director). We reverse and remand for further proceedings.
