This is an appeal from a judgment for the appellees, defendants below, in a declaratory judgment action. That judgment held that the appellant, as a constitutional offi*466cer, was prohibited from operating a commissary for profit, and from receiving compensation for services rendered under a contract with the Lexington-Fayette Urban County Government (hereinafter County Government).
