David R. McGinley (McGinley), pro se, filed a petition for a writ of mandamus which we will treat as a Petition for Review (Petition). Therein, McGinley requests this Court to prohibit the Pennsylvania Board of Probation and Parole (Board) from ex post facto applying Section 9718.1(b) of the Sentencing Code, 42 Pa.C.S. § 9718.1(b),1 to his parole eligibility, to direct the Board to re-evaluate him for parole without applying Section 9718.1(b) of the Sentencing Code, and to direct the Board to disclose the source of the reports upon which the Board relied in denying his…
