The Government obtained an arrest warrant for a physician based on a showing that he had issued thousands of prescriptions for highly addictive controlled substances to addicts and drug dealers in exchange for cash, continuing these illegal and dangerous practices even after learn*131ing of a DEA investigation into his activities and surrender of his controlled substances registration.
