I. Factual Background
This action involves the aftermath of an agreement to purchase deferred personal injury claims. The New Jersey Joint Underwriters Association (“JUA”) was formed in 1983 as a state-run auto insurance company for high-risk drivers. Second Amend.Compl. ¶¶ 10-11.
