The plaintiff, Landmark Legal Foundation (“Landmark”), filed this civil case, alleging that the defendant, the United States Department of Labor (the “Department”), violated the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 (2012), by “failing] to promptly make available the records sought by [its two] FOIA requests.” Complaint (“Compl.”) ¶ 25.
