In this action, the plaintiffs Brockton Police Association (Association) and police officer Andrew Kalp sought to have a residency clause in a 1998 collective bargaining agreement between the Association and the city of Brockton (city) declared invalid as applied to thirty-six police officers who were hired prior to the date of the agreement.
